What? The NCSTIIID serves as the voice of ELs, representing SEAs and LEAs across the United States. We are small enough to hear individual voices, yet powerful enough to be heard as a whole. The organization provides its members with direct contact with the change agents in each state and at the Federal level. With two way communication between the council and the decision makers, our voice can be heard.

Who? Those eligible for membership are members of any SEA or LEA whose function is to provide supervisory, administrative, instructional and/ or consultative service in the education of ELs, and who support the purposes, goals and objectives of the Council.

Why? As a member you can:

  • Voice your opinions via surveys
  • Learn about the work of the council and current events surrounding ELs via newsletters
  • Participate in informational webinars on topics such as ESSA, OCR/DOJ, Newcomers, Long Term ELs, etc.
  • Serve on a work group (membership, conference, etc)
  • Attend the annual meeting/conference
  • Build a network of peer support

Note: Voting members (1 EL Director from each SEA) have the added opportunity to represent their states voice in votes on important council matters such as recommendations to US Department of ED, conference location and theme, webinar topics, as well as to serve on the NCSTIIID board. Dear Colleague,

Welcome to the National Council for State Title III Directors (NCSTIIID). It’s a tremendous honor to be serving as NCSTIIID’s president for the 2016-17 year, and I am really looking forward to getting to working collaboratively with each of you during the upcoming year.

The NCSTIIID serves as the voice of ELs, representing SEAs and LEAs across the United States. You can be part of this voice! Learn more in the “Join NCSTIIID” section below.

What’s ahead? This is a time of unique opportunities and challenges as states work with the US Department of Education to develop and implement the new education law—Every Student Succeeds Act (ESSA). The Executive Board has been working closely with USED to ensure that the needs of ELs are represented as states transition to ESSA. It is crucial that the Title III network continue to work collectively to advocate for ELs and their families and that we develop a common and powerful collective voice during the upcoming months and years ahead. To that end we have planned several opportunities for our current and prospective members to engage in the NCSTIIID work.

Annual Meeting: SAVE THE DATE

The NCSTIIID Annual Meeting will be in partnership with the Council of Greater City Schools Bilingual Director’s Meeting, held May 15 – 17, 2017, in Los Angeles, CA. All NCSTIIID members are invited to attend!

We are seeking to build our membership base and to have every state represented as a member of the NCSTIIID through their SEA voting member as well as LEA non-voting members. (See more information about membership below.) The stronger our membership the stronger our collective voice on behalf of ELs and their families in our states and local communities. Please join or renew your membership and urge your colleagues to become members and make your voice heard. I look forward to seeing you and meeting you in person at our Annual Meeting in Los Angeles in May.

NCSTIIID Membership Update

With the release of our new website, members will have access to electronic membership registration and PayPal for payment of dues. The new system will only offer the $50 membership rate.
JOIN BEFORE MARCH 1 to lock in the current $35 non-voting member rate! Membership makes you eligible for the reduced rate on the NCSTIIID Annual Meeting registration fee!
Plan to attend the NCSTIIID National Meeting May 16-17, 2017! All annual meeting attendees will be put into a drawing for a complementary registration for the 2018 Annual Meeting. All who join NCSTIIID in February and attend the 2017 NCSTIIID National Meeting will have their name placed in the drawing 2X. Member must be present to win.
