National Council of State Title III Directors
The NCSTIIID serves as the voice of ELs, representing SEAs and LEAs across the United States. We are small enough to hear individual voices, yet powerful enough to be heard as a whole. The organization provides its members with direct contact with the change agents in each state and at the Federal level. With two-way communication between the council and the decision makers, our voice can be heard. Join today and be part of the voice!

Annual membership dues extends for a period of twelve months beginning July 1 and ending on June 30 of each membership year. Each state, possession, or territory agency shall be represented on NCSTIIID by one vote.

Individual Non-Voting $50
Transferable Voting or Non-Voting $150 (for organizational positions)
Each state or territory shall choose its voting member from among the SEA personnel who are member(s) in good standing of the NCSTIIID and that meet the qualifications of this section. Voting members (1 EL Director from each SEA) have the added opportunity to represent their states voice in votes on important council matters such as recommendations to US Department of ED, conference location and theme, webinar topics, as well as to serve on the NCSTIIID board.
Non-voting members include other SEA personnel, LEA personnel, members of the international education community administering programs to support ELs, or members of other entities administering grants and/or programs that support the education of ELs. Non-voting members may serve on committees and participate in all national webinars and meetings.
